(1) Correspondents' Copy Vs (2) Carbon Copy

Years ago when I lived and worked in Jamaica and the Caribbean, I believed "cc:" -- please note the colon, means (1) but now I live in Canada everybody claims (2) instead. Understand, I have never encountered anyone who thinks as I do. Can someone explain: was I wrong from the beginning of my working life?

Even traditional sources such as Hart's Rules for Compositors only gives the second, so it seems - unless there's a local usage in the Caribbean - that carbon copy is the correct version.
It's a bit late, I know, but I have always taken it that "cc" stood for "copies" in the same way that "pp" stands for "pages".
