I suppose real barking dogs probably bite notafish but the phrase just means that folks who gob off and make big threats rarely carry them out or summat :)
I wasn't questioning you, as I didn't know you'd put it. I wrote "barking dogs seldom bite" at the same time as you did. I put it with a question mark, as I wasn't sure of myself.
