Who are or were they?
"Mutt and Jeff" was an early newspaper cartoon. This presumably got shortened to "Mutt and" then just "Mutton".
The above explanation is not quite the correct sequence of events.

In everyday speech they would have been referred to as "Mutt'n'Jeff" - thus shortened to "mutt'n"
