The 'blower' originally referred to the communication system between bridge and engine-room. The skipper would blow into his end of the tube and that would alert the engineers far below to prepare for his instructions.
The 'tinkle' is, of course, a reference to the sound of the bell on the telephone, which isn't specifically London-related either.
