During the forties and fifties, there was a radio programme called "in town tonight",where, if my memory serves, famous people visiting London were interviewed. At he beginning the announcer said"once again we stop the mighty roar of londons traffic to bring you this programme" at the end the last words of the announcer were"carry on London"
Question Author
Like your answer vulcan looked it all up but still can't determine who actually said it
sorry I cant help you further, wikipedia and other sources just refer to" the announcer".

thats all i could find
On further checking, came across a book called"the history of broadcasting in the UK:the golden age of wireless" by Asa Briggs. It refers to "in town tonight"
in it is the following"the stentorian shout of "stop",Freddie Grisewood was the first-normally quite unstentorian- shouter". I assume he did the carry on London bit.
he started working for the BBC in 1929.
