1) PM out to stop leaks from top of the House? (8) -H-T-H-R. The answer is obviously THATCHER, but I'm not impressed by the wordplay - particularly the second word of the clue (out). Any explanations?

2) Express tears over one Woody Allen movie (7) S-E---R. Again, the answer seems obviously to be SLEEPER, but can someone please explain the word play.

3) Sweet afternoon treats winning lots of trophies (8) C---A-E-. If SLEEPER above is correct, then it becomes C-P-A-E-, which obviously suggests CUPCAKES. Am I just being over pedantic/Ximenean to feel it shoud be "treat" not "treats"?

Sleeper , an overnight Express train
A thatcher might be called out to fix a leaking thatched roof
Or maybe better , an Express train would tear(speed) over a railway sleeper.
3) If the answer - cupcakes - is in the plural, the clue should also be in the plural. "Treats" relates to "cupcakes."
1) Thatcher was a PM (who was voted) out.
