I'm (sort of) getting there. But my main problem is with the thematic shape, I need to find the circle part of it, or am I looking for the wrong banner?

No, you've got the right thing. The circle just gets put in using all the outside blanks, then the rest are used to finish off the detail.

Trouble is my outside blanks don't make a full circle - answers like 11 & 12 down just get in the way!

So do mine 4 letters, 3 blanks 4 letters. But I feel the top of the circle should start 3rd blank down in the middle row, so I can't make a circle with 11 & 12 down in the way?
