Have populated the grid, think I have identified the 36 clues that have redundant letters, but not all the letters. Those identified in clue order plus the gaps make little or no sense, so cannot make the SUBSTITUTION, or recognise the originator of the quote! Hints appreciated.

The redundant letters give
a - a cryptic version of a famous political quotation and is the first part of a word followed by three complete words followed by the second part of the first word. That takes care of the first 25 letters.
b - a cryptic indication of what it refers to. This takes the form of a block of four letters followed by another block of seven.
I've still not got 3d and cannot find what needs to be substituted. Any hints for three down would be appreciated.

Thanks for the hints it is starting to come clearer now why I cannot make sense of the extra letters. I need to consult ODQ!
Novalis, think of a proficiency level in Judo or Karate, Chambers on-line Word finder doesn't yield the answer, but it is in Chambers 2003 hard copy.

Hello again, I need help here (wot - again I hear you cry!) I had (wonders will never cease) actually done 3d but, am I to believe that it doesn't go in there but something else does?
I had thought there was to be only one substitution so am somewhat confused. A few of your excellent hints to help with the empty (apart from 25d) centre of my grid would be appreciated.

I believe there is only one substitution, but cannot see what needs to be done, and probably won't until I can get to a copy of ODQ, and I am going nowhere in this snow!

Echo what Copelander has just posted. Have now found the substitution ( which yields proper words in each case when it is made ) and want shooting for not having got it much earlier. I read only the quote and the first, cryptically clued part of what it refers to. The full title of that document and a search of the grid ( running in the same direction as the originator of the quote ) will get you here.

I'll take up the diagonal quest tomorrow. Have had a couple of Glenlivets12 year old which will probably mar judgement currently! The snow has been pretty horrendous here, and more promised overnight! Hopefully as am on the South Coast, aka Costa Geriatrica, it will soon disappear!

Oh DocHH, I think you're in for at least another dayof the lovely white stuff. My son travelled to work in London on what I understand was the only Underground line running; goodness knows how he might have got home;I await another text update! The South coast looks wonderful on the news. I think this posting should be on Chatterbank rather than Crosswords.....sorry all
Hello everyone, I have missed a lot during my absence haven't I? I don't think you should apologise for the chat copelander, a 'bit of a natter' often sets the brain down a different more productive alley when solving puzzles.
You are all going to be very proud of me as I have managed to almost finish my grid (39a & d + 48a are being annoying) without having seen your very helpful posts! Unfortunately many of them have been entered as a result of lateral flights of fancy that match the definition and can then be moulded round the rest of the clue. This has meant that I am still totally confused as tost of the letters I need for the quotation and as to the substitution etc......................er!
What snow? Had an inch yesterday which disappeared by midday, mind you, Ingleborough looks very pretty!

39a - Cry ( of an animal ) is the definition. Treat shop as a verb and think of its less common meaning.
39d - Supported is the definition. Clear refers to profit, wages etc.
48a - Grub ( as a verb ) is the definition. Think of the usual abbreviated form of the word for somebody with extreme left-wing views.
When I opened my front door this morning it was obvious a refugee from last week's EV had walked past the house overnight. Fox prints are very easily recognisable.
DocHH - I prefer Glenfiddich.

Thank you Copelander and Novalis, your hints lead me to the quote, the originator and his position in the grid. I am still struggling with the SUBSTITUTION. Several of the last 11 redundant letters are still a mystery.

Hi, just found this post. Haven't really tried to solve the substitution etc. yet. Have finished most of grid but fear I've gone wrong somewhere as can't make sense of 1d given the letters I've got and seem to have the option of a S.American country for 20d and not much else. Could do with hints for them and also for 27a. Otherwise ready to start on phase 2

You are correct with 20d. As for 1d it's an anagram, of 3rd and 4rth word plus the abbreviation for succeeded. 27a) SKILL shortened plus an ancient word for no , which is reversed. Complete the grid first, then look around the grid in accordance with Copelanders and Novaliss hints. I excluded apostrophes in accordance with Birmingham City Councils advice that they are misleading!
