33d. Suitably stormy? Not half (4)

I have _ULY, so DULY seems a possible answer, RULY a bit less so. But why?

I'm getting a little punchdrunk from too many crosswords (not to mention too many late nights!) and I'm just not seeing this at all. The whole puzzle has been a struggle, I haven't really latched on to the unclued letters at all... roll on Christmas and the chance for a good rest!

DULY (defined by "suitably") is the answer. -ULY being half of unruly (stormy). The D is the extra letter indicated in the puzzle's preamble.

Thank you. I suspected an extra letter was involved. They're not that apparent, and from other threads it seems I'm not the only one who's struggling to find them.
