Monsieur Roe: my French is by no means perfect but I would read that as 'You are the reception' but I would be happy to be corrected.
I've always used 'a votre service madame/monsieur' in place of 'you are welcome' - which I use a lot in English.

Sandy - I have enquired of my French neighbour and the equivalent of 'you're welcome' is 'vous etes en prie.'
