Fergol, are you sure the last letter isn't a P? I would have the answer as DOLLOP (rhymes with WALLOP, nice eh?). Party = DO, head (POLL?) backwards is LLOP. (I haven't done 31 ac yet.)

I have SNOWED IN for 31a. It could be wrong but fits in with the other clues. around it I have 21d bargain  27d smew & 26d erred.

Wasn't 21 across "nowed up"    which I made 22 down "dollop"

 

Can't get 1 down though or 9 across
