A good answer. Similarly for 18 I have been looking for a village called Wilberforce in the East Midlands. Right idea but wrong reformer.
That leaves Question 12. I have thought of "Stand and Deliver" but I cannot see the town or city. Any thoughts?

Littlebrock - Andover fits the first part of the clue, but doesn't account for the 'last letter'.
If someone puts their hands up, they are making an admission usually of a sin or transgression (Collins Dictionary) and this is called a penance. The person is saying this and asking for the last letter, z. I believe Pen(z)ance fits the clue better.
