This has really got me stumped! It's the last clue in a local quiz in which the answers are, sound like or spelt like capital cities. The one remaining is

Departs

We know it isn't Quito, as this is the answer to another clue which is "Finish with a zero"

A long shot could be Seoul (pronounced Soul)- the soul departs.
Moscow looks the best bet to me of those suggested but it isn't perfect

Another long shot- Valletta (Malta)- sounds a bit like valete which is Latin for Goodbye?

Sorry for the delay in replying. The clue is definitely "Departs". Freetown and Valletta have already been used as answers to other clues. I know we're all going to go "Duh" when we see the answer, but it's really getting to me now! Any further help would be most appreciated.
