Clue for 12 across reads ' Crafty old foreign secretary; 'Union for America'. Answer is either Cunning ( for crafty) or Canning (19th century Foreign Secretary) but why the 'Union for America ' bit?

Change the A (America) in Canning to a U (union) and you get cunning (crafty).
It's cunning (defined by crafty) Take Canning and put U (union) for A (America)

Thanks to both of you, though I have to say that 'A' for America is something I have never come across before even in the most cryptic of clues - US or USA yes, never A alone.

In Chambers, the single letter A is given as an abbreviation for both America and American (and many other things obviously!).
This xw also uses car plate abbs for countries as well - Spain = E, Germany = D etc, which is a bit naughty but usually pretty obvious...
