This is the last one - think the answer is stagger - but not sure how the clue fits in. Quizmonkey and kayakamina will know! 16a - ?t?g?e? - move heavily to avoid a rush (7) - stagger - but if so, what's it to do with a rush?

Yes STAGGER it is (two menings)

When you stagger your work, you pace it so that it doesn't come in a rush!
yo tagger your journey .... eg to avoid the rush hour

if u move heavily ... then u stagger
even Stagger your journey
Most obvious sense is staggering the starters in a race - so they don't all bunch.

Thank you all - missed that meaning completely! But I do live in the sticks, and we don't have 'rush hours'!
