I just cannot get anywhere with q 79 ( Frangleland is part English and part French. If 70% of the population speak English and 60% speak French, what percentage speak both languages ? ) I know clues have been posted but I must be really stupid. Help !!

Adding we get 130%, which is 30% above the maximum permitted. So the excess of 30% must speak both languages.

Hence 40% just speak English, 30% just French and the rest (30%) speak both.

How's that?

If 70% speak English and 30% speak both, then 70 - 30 = 40% speak just English.

Similarly:

If 60% speak French and 30% speak both, then 60 - 30 = 30% speak just French.
