Almost 100%.

Most people have two, but because a few have one or none, the average will be slighly less.

I would have thought that the answer is 0%

The average number of legs is 2, no person can have more than two legs so.......
The answer is precisely 100%, because of dzug's reasoning, i.e. that the average number of legs is slightly less than 2.
....Sorry, I should have said almost 100%, unless of course you work in an A&E department.
