Car 1 has 1 minute head start and in that time travels 45/60 km = 0.75km. It is travelling at 0.75km per minute.
Car 2 travels at a faster speed than Car 1 as it travels at 60km/h or 1 km/min
It will take 3 further minutes to make up the 0.75km (0.25km gained each minute.)

The two cars will have travelled the same distance after 4 minutes have elapsed.
Car 1 has travelled for 4mins at 0.75km/min = 3km
and Car 2 will have travelled for 3 min at 1 km/min = 3km
