It depends if the person making the request is the donor or recipient of the information.

An ABer could ask the Ed to pass on their address to another ABer.

An ABer could not ask the Ed to give them another ABer's address.

One Ed. did it for me. I wanted another AB'rs email address and asked the ed very nicely if they would email them with my email address so that they could contact me if they wanted to. . That doesn't break any data protection act. It also was the start of a good friendship.
