I have -q-a / n-e-s I have absolutely no idea what they are on about?????

Can anyone help please, it's for my Dad (who is Scottish) and is driving me mad at the moment.

20a. looks like half (although it is in the clue !)
21 has been answered as France (a reference to a scots comedy duo)
