Is 13/9 something to do with the julian calendar?

13/9 =j.c (golden month)
The answer is september ( I just noticed this hadn't been answered).

There are 13 months in the Julian Calendar, and September is no. 9. Also September was called by the "Golden Month" by an "english traveller" who was if I remember rightly John Ruskin.
