When you pull the car back, one axle winds up (tightens) a spring, via some gearing, like turning the key in a clockwork mechanism. When you let go, the spring releases the energy back to the axle as it unwinds and the car is propelled.
I think there may be some sort of clutch and flywheel mechanism too but I'm not sure.
