While mixing anything with bleach is generally a 'no-no', adding detergent to it won't do anything harmful (such as producing noxious gases); it's not uncommon for people to mix washing detergent (which is basically the same stuff as shampoo) and bleach together anyway.
Why anyone should actually choose to mix Harpic and shampoo together is a mystery to me though!

Aha! Good point then. (I just saw 'Harpic' and thought that the 'blue' bit referred to, say, some type of perfume - or the lack of it - that was added to regular Harpic bleach).
Apart possibly from ending up with a gooey mess, I can't think of anything much that would happen if you added shampoo to toilet blocks.
