how could you test to see if saltly water is a better conductor to pure water?

make a simple cercuit with a battery and small bulb, and put two points of the wire into the water... if it's connected to a conducting material then it'll complete the circuit and light the bulb.

Or if you replace the bulb with an ammeter/voltmeter, you can precisely tell how much better it conducts.

Rather, use a multi-meter on its Ohms setting to measure the resistance.

If you use truly PURE water, it won't conduct electricity and salt water will.
