a) Addition polymers can only be produced from compounds with at least one double bond. CH4 (Methane) and C3H8 (Propane) have no such bonds.
b) C2F4 is tetrafluoroethylene, which polymerises to polytetrafluoroethylene (PTFE) marketed under the tradename Teflon.
c) Teflon produces all sorts of nasty products when it burns, but it's all but impossible to set it alight in normal conditions. C2H3Cl (Chloroethanediyl but usually known as Vinyl Chloride) polymerises to polyvinylchloride (PVC) which burns much more readily and gives off HCl gas when it does so.
