For more on marking an answer as the "Best Answer", please visit our FAQ.No because the graduated freefall speed would conteract the need to use the atmosphere as a brake as in the case of normal reentry. The greater problem is finding a material strong enough to withstand it's own weight albeit graduated for the length of the line. A fascinating idea, the darling of scifi for a century.
