Too many disabled parking places in supermarket car parks

Why so many? They are never anywhere near full so there cant be that many disabled people using them.

It seems very disproportianate to me. It has been suggested because of my arthritis that I apply for a blue badge, but too be honest I think there are people far worse off than me. Some days I have great difficulty in walking on others I am fine.
I wonder how the figure of 6% was worked out - I feel absolutely sure that in some car parks the proportion is much larger than 6%.

I always park towards the back of the carpark when I go to a supermarket as I really don't mind walking a few hundred meters to the door.
It does get me that I'll park in the middle of an empty area of the car park without a car about anywhere and yet on my return to the car you can guarantee that there will be two more cars in the same area and they will have both parked right next to my car!
