That is what the law states though - goods bought on the internet (or by mail or phone) and returned within the specified must be refunded in full, except for the return postage (unless the seller states that return postage will be refunded too).
The way I see it it is fair. I go to town pay the petrol and parking, go shopping, get home, item is faulty or I change my mind. Schlep back in to town to return it, pay petrol and parking and get my refund. No travel costs are refunded though.
