You'd need to ask eBay - but I feel sure there is a good reason they'd come up with why a seller in the UK can't export something like this to the US, without all the necessary licences and permits.
This item does not require any form of licence over here or in the States - and I could put it in a specialist firearms auction in London but I think it would get wider exposure in the USA.
All I can suggest is - ask eBay. Certain items listed in eBay UK also get shown in the US - but I tried to list something as innocent as party poppers and they were detailed as banned items.
If you put it in a specialist auction with a top-quality auction house here it is likely that the catalogue will be on-line and seen everywhere. Obviously you would probably have to pay commission on the sale.

If you sell on ebay uk make certain you give options for international postage and when you go to the 2nd page of the listing there is a box to tick for 'International Visibility' make sure you tick that as well.
I would just describe it as a 'speed loader' anyone who is intrested will know what that is. There may very well be a market for such items in the Far East as well as the USA so doing a 'World Wide' listing will get that market as well.

The dealers then go and list the item their sites for the actual value of the item. If you consign the item to a dealer site you will be assured that it is sold legally and with the highest sales result. Smaller pages that sell on auction have the ability to stop and re run the same auction until a satisfactory result has been achieved. As specialy a WWI revolver speed loader just one thought speedloaders came on the market in the mid to late 1950's are you sure that this is a authentic loader or a reproduction of later years. ??
