Why Do So Many Shops Only Do Alternate Children's Sizes?

I notice this every year and now ordering Christmas presents, it's still annoying.
My youngest is 10 years 4 months. Quite small for his age.
I can only buy 9-10 years or 11-12. What's wrong with 10-11?!
Lots of shops do it and it makes no sense to buy the size he is outgrowing, but there can be a massive difference between a small 10-year-old and a 12-year-old. Any idea why they think this is helpful?

I have that trouble with thing 1 (she's 5) - age 3 - 4 is too small and 5 - 6 would be huge on her. Strangely, she is the only one that I have this problem with. I've also noticed that Asda go up to age 13 for boys but then it stops, my son doesn't want to wear the 'men's' clothes even if the size small wasn't too big for him.
