Unfair Action By Paypal?

An ebay buyer has opened a case claiming item not as described and paypal are showing a negative balance of £13.99 on my account. The case is still open. I wanted to buy an item off ebay but when I signed into paypal it automatically added the £13.99 to my purchase. It stated that if ebay ruled in my favour the £13.99 would be refunded.
I think it's a liberty to do this. Any thoughts.

I'm not clear what you mean - PayPal expected you to pay an extra £13.99 for a different purchase? - or the £13.99 has been debited to your account overview on PayPal?

Buyer paid me £13.99 and I withdrew money. Then he opened a case for item not as described via ebay and case is still open. I then bought off ebay but when i logged onto paypal it showed a negative balance of £13.99 which it automatically added to my purchase saying i would be refunded the 13.99 if i won the case.
How very odd. If I have a zero balance in PayPal, it doesn't add it to any new purchase, it just takes the cost of the new purchase from my alternative method of payment.

I've not come across your situation before, but they do have the powers to refund or suspend monies in your account if there is a dispute in progress.
Paypal are ghastly, buyer friendly, seller hating nightmares and we use them as little as possible exactly because of shenanigans like this. Horrid company.
I've never had any problems with Paypal, I've used them many times.
They're fine unless you have dishonest buyers, then they're horrific :(

I have used paypal some 7/8 years, never a problem, thank goodness.
Well just never let anyone collecting anything to pay via paypal because if they then say they ' haven't recieved it' paypal will ONLY accept proof of posting to prove they've got it, will refund the buyer who then ha your item and their money back. Quite a common problem, but not one that occurs to you until you come across a nasty buyer who knows how to play their system.
That is what happens as soon as a buyer opens a case. PayPal remove the cash from your PayPal account until the matter is resolved. If it is found in your favour you get the cash back in the meantime PayPal hold it. If you want to buy something else while the disputed cash is on 'Hold' you have to pay back the 'hold' cash as well as making the new purchase.
You can ask the seller to accept a different payment method and use that (postal order for example)

Kval - thankfully, all my Collect buyers to date have paid cash when they collected :-)
Boxtops & kavalidir eBay seem better orientated to sellers now.
I sold a camera lens to a buyer in Taiwan he asked for a part refund as the lens was 'scratched' . I knew it was not scratched and told him so. He escalated the case to ebay and left negative feedback. I told ebay I had detailed close up photos of the lens to prove it was not scratched when I sent it. eBay found in my favour and removed the negative feedback.
That's good EDDIE, most people on Ebay and Paypal are great but when we've had the odd nutter or worse still deliberate scam artist it's been a nightmare. Good to know they're addressing things though.
They did this to me once. I won the case and the money was put back into my account. I don't agree with it though.
