check ebay and any kinda gothy shops you might have near you, they're the most obvious places I can thinking of.  Maybe H&M might have them too.

Dont laugh but have you tried a charity shop? ive bought them in the past for fancy dress in a few colours and yes they were new in the packet, good luck in finding some

(PS: A tale of hunting for coloured tights: Many years ago, I was accompanying a friend of mine in a large department store. He was head of the school drama department and we were looking for green tights to be worn in a school play set in the mediaeval period. So there were these two fella's looking through all of the tights and getting some very odd looks from a group of elderly woman. At this point my friend lifted up one pair of tights and said to me, in a voice any town-crier would have been proud of "Chris, do you think these'll fit a 14 year old boy?" I'll let you imagine the looks of horror on the faces of those elderly ladies!!).
