Online purchase not received and no refund - can I take this further?

I've been shopping online for years and have never had a problem. Recently I placed an order for a neighbour and the transaction has gone bad.

The item has not been received and after she got fed up with waiting I requested a refund. When I call to chase up they assure me the refund has been issued - just like they assured me before that the item had been sent. It's not a huge amount of money involved, but still, I really want to get the money back for her.

I want to call the company again on Monday and say I'm taking the matter further. Can I take it further though? Any advice on how I can deal with this will be greatly appreciated, thanks!

if they are in the UK then trading standards or the small claims court, if they are abroad then you may have had it unless you paid via paypal. I think credit (not debit) cards insure you against this kind of loss as well.
