Flash, in Derbyshire's Peak District, is not much lower, at 1518 feet. Tomintoul - often quoted as the highest in Britain - is really only the highest village in the Highlands, at 1150 feet.
It could be, I suppose, that a shepherd might live in a cottage somewhere higher than any of those, but these at least all qualify as 'places' in the sense of a set of buildings.
