Have looked at the link. Reminds me that Oz used to have a '�10 POM' policy, whereby people could emigrate to Oz, if accepted after a fairly rigorous vetting. An accepted person would pay �10 token fare, which had to be repaid to the Oz government if that person stayed less than two years. A certain amount of household stuff could be taken on board ship, too. Towards the late 60s they introduced the alternative possibility of air passage there, but with less chattels which were taken by sea. The immigration plan was started by the Oz government to try and increase the pitifully low (then) population, but owing to taxpayers complaints the plan was axed in the early 70s. This might explain the bulge of emigration to there in the early 70s, with people aware that the scheme was going to end. There was a' white' Australia policy then. People received A$500 if they married out there.
The number of people always having gone to Spain in recent times, for one reason or another, includes a high proportion of pensioners seeking the sun for their retirement, with UK state pensions paid there. It's quite a nice little earner for Spain, really isn't it, successive OAPs settling there until the end, topped up by the next lot. Although Spain might have health burdens? What happens to the ex pats - do they get buried/cremated there or are they shipped 'home' if there's enough money?
