When people are born on the 29th of February, when do they celebrate their birthdays annually? Is it the 28th Feb or 1st March?

Apparently, they celebrate it on whatever day falls after the 28th - i.e. the 29th or the 1st every four years
Hi curiosity, my bro was born on this day and he celebrates on the 1st but seems to start on the 28th when the 29th is missing!
Whenever they want. There's no law about it. (Well there probably is, but not relating to celebrating it, more when they legally reach an age.)
My friend was born on the 29th and celebrates on the 1st as she was told it was unlucky to celebrate on 28th.
