What should I do now?
When I came back from Hungary last week, I noticed that on the floor in the kitchen there were at least 8 bags with flies coming out of them and stinking food rests.Under one of the bags there was a liquid substance that made the floor go white.
I removed all bags (none of them were mine) to a different place away from the kitchen and cleaned the floor thoroughly as the stench was incredible.
The next day, as there was no one around, I asked in person the guy who lives [edited by AB] to remove the bags and I said to him that there were flies coming out of them. He said: "I will not do it now" and I said: " I am not saying you have to do it now."
Anyway, at 10 pm on the same day I heard him and another inhabitant chatting behind my back in the kitchen and laughing at me removing the bags.
I came out of the room, entered the kitchen explained why I removed the bags and asked Mr **** in a polite way: "What do you think we should do with the bags, shall I invite a private company to take them out."(Having spoken to him about that in the morning I though that he might have a solution).
He became angry and said: "now I am eating my dinner and I won't be throwing out the rubbish now".
Then I said: "I did not say you have to do it now, and have only asked what we should do with the bags," at which point he asked me if I had some kind of learning disability and is it really difficult to understand for me that now he is eating his dinner.
I tried to explain once again the reason why I entered the kitchen, but he became aggressive, started waving his finger in my face, stood up and called me a **** in the presence of another inhabitant.
I left a note for him saying that I do not like being called names but he crumpled it and threw close to my door.

Anyway, I have had this problem with my housemates in the past and after discussing it we made some progress, not as much as I would have liked but we came to a middle ground and now things seem to be better.
In your case, it seems you cannot talk to Mr P***, as it clearly seems he has no respect for you. So I can only suggest two things, if you rent please inform the land lord or estate agent, you might seem like a grass/snitch/etc and all the names you can think of but you wont be burning down any bridges. Secondly talk to all the other residents and see how they feel, you might not be the only one who is not happy with the situation but you seem to be the only one fighting the cause, if you all come to an agreement, maybe he will listen and peace will be restored. If they fail, contact your local environmental health and see if they can help you in anyway.
Lastly, dont open yourself up to Mr P in ways which allow him to be disrespectful to you, ie. writing notes. if you have something to say to him just say it once and leave, the more you get at him the more resistant he'll be.
talk to the landlord/management and ask them to sort it out. say that you don't want to leave but cannot live there if it is treated like a s**thole. it sounds like he is a foreigner and they sometimes don't have the higher standards of cleanliness that we have become used to in western europe.if all the tenants together try to raise his cleanliness awareness you may have some sucess.
before you all start this in no way is aimed at slagging 'foreigners' off just a observation of some people. and yes there are even brits that live in slums of their own making.
