2- Sand down to smoothened wall
3- Skimm wall
4- Apply undercoat
5- Apply final coat

Are you painting or plastering? What do you mean by skim coat? Do you mean primer? If you are using emulsion then usually two or three coats of finished colour are sufficient. The first coat can be thinned a little if it is covering a lot of new plaster/patching.
