how do i find out if a house is being rented by the council or is privately owned

Go to www.landreg.gov.uk, then Publications/Forms at the top, then Forms from the drop down menu, then print off Form 313, fill it in and send with a cheque for �4 to the address on the form.
Yes, that's correct, but why not phone the Council and ask them first. Quicker and cheaper.
try www.availablehomes.co.uk (might by .org.uk not sure) sand they have ones that are on the market that are council or housing association homes.
If you phone the council housing department if you give them the right address they should be able to tell you if the council own it or not. Please don't say the one by the shop/at the top of the hill or er, you know where I mean! I heard all these things when I worked for a local housing association and believe it or not they usually don't know where you mean!!!
