Is i true that the ground underneath a diplomat's car is considered foreign soil belonging to the diplomats native country

I am not sure about the ground underneath, but I think something that happened inside the ambassador's car would be deemed to have happened in his/her country.

Diplomatic cars have diplomatic immunity, so yes.
Diplomatic immunity applies to people, not cars.
