just read that this trend originated in prisons and is a signal to other inmates that you are 'available'....does anyone know if this is true?

What it is, joko, is that when people are taken into custody their shoelaces, belts and so on are taken from them to reduce the likelihood of them hanging themselves. Therefore, 'yoof' affect the 'dangling round the ass' look to imply that they are perps and by extension 'hard'. A sort of 'prison chic' look.
Strange that the look is aspirational.

I see so many young boys walking around like this!....so unattractive!..they have trouble walking, the crotch of their jeans are around their knees!........
