Women in Saudi Arabia aren’t allowed out alone in public, or to speak to a man who isn't a close family member, so the low incidence of rape isn’t as a result of the allotted punishment – it’s as a result of repression. The man in question raped a member of his own family.
Chopping off the offending member for raping someone is not unknown in the Middle East.
If we regard the death penalty as revenge rather than punishment then how do we regard a prison sentence?
Maybe we should start by doing away with parole and make a criminal serve their full sentence. If they misbehave they get extra time.

Birdie, the point I was making was that since Saudi women are not permitted to leave the house alone, it’s highly unlikely that a man would get the opportunity to rape a female who was not a member of his own family. The low incidence of rape in Saudi doesn’t result from the expected punishment – it results from the appalling subjugation of women.
