Why Do Youths Hang Around Lamp Posts?

The youths around my local area always seem to be hanging around the lamp post right outside my house. There isn't a bench there, or any form of wall to lean on. They just stand there.
I recently got in trouble for vandalism section 52 due to painting anti climb paint on the lamp post. The only reason I did this was because they sometimes jump over the shed in my back garden, hurtle down the concrete alley going past my back door to just stand by the post... So I put it on the shed also.
Sometimes they are there for hours smoking and playing their 'hip-hop'.
Does anyone have any idea what else i could try without jeopardising my situation regarding the vandalism.

We often did that as well Tilly, just more often than not we'd meet at the same place as the girls were usually playing kirby (spelling unknown) or something. I'm back in touch with most, thanks to facebook. Life was so much more simpler back then, my Mum recently commented that I only ever went home to eat.
Lol 'Curby' makes more sense with the spelling playing against a Curb.
Early to late Eighties were a different time (Yes I had a mullet once upon a time) but most are still finding their way, shunting over the shed I can easily see as annoying. Where I live now my much younger cousin used to hang withe local rabble and the quips I liked but some always thing thy're bigger than they are.
