You'd better add doctors to your list then Spath. I don't want a druggie doctor operating on me. And lawyers. yep, add those. And all drivers, bus drivers, lorry drives, train drivers and pilots of course. Yes once a month should do it, every driver in the country to be tested once a month wouldn't cost much or disrupt lives would it? Oh gawd and dentists ......
I'm mostly talking about those with responsibility over others on a whole such as the government, but yes you could certainly add doctors to that list.
We're talking about random tests, not regular tests. In the ten years that random drug testing was in operation when I was working I was tested once. The idea is that it's a deterrent.
Monthly tests are expensive and a waste of time. Random testing is designed to keep people on their toes, as in sport. If you don't know when you're going to be called and your job depends on it you are less inclined to give in to temptation.
As said Police already can be random drug / alcohol tested. The penalties for being found with even small amounts of alcohol in the blood are severe. They include loss of job and forfeiture of your pension.
Politicians have several bars in the Houses of Commons and Lords that are open all times the house is sitting.MPs can even vote without leaving the bar, as there are voting points in the Bars.

There may be division bells in the bars to make them aware there's a vote but they would still need to go through one of the division lobbies to record their vote.
