you can insure anything as long as you have a financial intrest in it

You should be able to - Axa do a policy for tradesmen (I think its caled Venture Plus) which will include tools. Provided they are locked away, there SHOUDLNT be a problem - call a commercial insurance broker who should be able to advise you properly.
