National winking day, who decides?

I've just heard that today is 'national winking' day in the UK (sorry no link).

Amongst others,we've had

Mothers day

Fathers day

National 'no smoking' day

International 'Speak like a pirate' day.

Is there a government body or international organisation such as the U.N that decides which 'day' were as meant to commemorate?

Just thinking that the UN or government would think "hmmm, I know what we need - a national 'talk like a pirate day' made me chuckle.

The first two were presumably done by card companies.

The third one done by the government

The fourth one done by some fun guys / girls who managed to spread the word virally using the internet.

As said it is usually a corporate advertising campaign that brings about a promotion day for such things, for example the National Cleavage Day is probably something set up by Wonderbra, or the Chip Day something set up by the Federation of Fish Friers, Toast by Kingsmill, No Smoking by a quit smoking charity set up by the government etc etc.

Yeah... I seem to recall chatting to you about it Boobies. Then I made the mistake of tellinig the guy I was seeing who did make us celebrate that belatantly. The steak was very nice. Cheers for that!
