making pom poms

I am making a mane for a zebra that I have knitted for a 3yr old. I have two ways of making the pom pom 1, wrapping round fingers and 2, usin card.

I have done both ways and have pulled tightly and knotted but you can still pull the strands, as the 3yr old is doing.

Does anyone have any other ideas of making the mane or how to secure the pom pom together so strands cannot be pulled?

Sew some strands of wool together at one end that are a few inches long and sew this end to the zebra then section off the tail and plait knot at the end of each plait.
