I'd be hugely surprised if any evangelical ever said that because it doesn't actually make sense! Being a non-believer doesn't mean that you want to sin - sin is a total non-concept for non-believers.
If one does not believe in something one comes to that conclusion through two ways. One, you choose NOT to believe something because you have no hard evidence and do not believe in here say or myths. Secondly you do not believe in something because you have evidence to the contrary.
Whatever you choose to do it is your choice, of course it is. No one can make anyone believe or not believe, its a personal choice.
Do they ? Maybe because some believe in free will not predestination. Surely it doesn't matter, you're earmarked for an eternity in hell anyway.; choice or no choice.
