Football, Why Dont They Just Stop The Clock For Stoppages?

Instead of all this jam tarting around with time added on etc? Then we'd know how long there really is to go at all times.

In a premier league match, there is probably only about 40 minutes of actual play. There should be time keepers who stop the clock when the ball is out of play. Running down the clock by introducing a substitute is cheating, in my opinion. It will be argued that games would take too long, but this would change when players realise they can't employ time wasting tactics. I also think there should be a time out allowed in each half, when a throw in is awarded. But all of this will be ridiculed by retro thinking dinosaurs.
