From my previous answer: "...women can't play in a men's football team". Hopefully this is enough to answer your question: "no". Trans-men (and possibly also non-binary people) can, if they pass certain tests.

which is fine, but the document rather unhelpfully doesn't define the terms "men" or "women". also not sure sections 16 and 17 would be legally enforceable in those countries where gender is defined by self-identification.

No... head smacks against a brick wall sometimes. It really wouldn't surprise though me that FIFA had been involved with Volleyball, even though what that has to do with the price of fish is beyond me.
